COSCAP-Gulf States Project in Brief
 

The project, the implementation of which commenced in 2006, is a cooperative agreement funded by the State of United Arab Emirates, Kingdom of Bahrain and State of Kuwait. In October 2006, the three States agreed, on the continuation of the Project to Phase 2, by signing an associated Project Document, describing the new team composition as well as the objectives and required activity actions for Phase 2 period of 2011-2015.

Other means of funds are provided in-kind and funding support from the European Aviation Safety Agency (EASA), Airbus, Boeing, the Federal Aviation Administration (FAA), Etihad Airways (U.A.E. air operator), and other civil aviation bodies.

The program is guided by a Steering Committee and executed by International Civil Aviation Organization (ICAO) by means of a trust fund. It aims at enhancing the safety and efficiency of air transport operations in the region through the establishment of a Regional Aviation Safety Organization. The program will also enhance the individual oversight capability of each participant State by providing on-site assistance, training of national inspectors and conducting systematic assessment of States’ flight safety organizations.

Indeed, COSCAP-GS project performance is based on a continuous assistance and support to the three Member States, for the development and implementation of harmonised air navigation regulations, associated guidance material.

It is also assisting in the training of technical personnel and inspectors, by providing training courses by COSCAP-GS experts, and managing the organisation of training by the safety partners (e.g. of EASA, IATA and FAA), as well as On-the-Job trainings, awareness raising events, workshops, Seminars, ... The main purpose remains the improvement of competence and knowledge of the CAA’s inspectors.
